What is a Key Performance Indicator (KPI)?

KPIs help us to measure how well companies, business units, projects or individuals are performing compared to their strategic goals and objectives.

Well-designed KPIs provide the vital navigation instruments that will give us a clear understanding of current levels of performance.

Effective decision-makers and managers in this sector understand that they need information on the key dimensions of performance and that this can be achieved by distilling them into the vital KPIs.

In your municipality, the most effective KPIs are closely tied to strategic objectives and help to answer the most critical business and citizen questions and identify the problems concerning to the collection of paper and board in your municipality. A good starting point is therefore to identify the questions that the decision-makers, managers or external stakeholders need to have an answer to. One or two so-called Key Performance Questions (KPQs) should be identified for each strategic objective.

The evaluation tool

This self-assessment tool allows the municipality or region to know its performance in paper and board collection and management. It has three main sections:

KPIs calculation

This is the main section which is focused on the calculation of each KPI based on the data of the each municipality. It is divided in four main subsections according to the KPIs identified. KPIs concern all operational, economic, social and environmental aspects. For each of the subsections, the list of KPIs to be calculated is included.

Historical overview

This section allows to monitor the evolution of the indicators over time. The period covered is 2015-2030. The section allows to compare the situation in different periods of time or after a change in the management system.


The last section allows the municipality to compare itself with other existing municipalities analysed within the scope of the IMPACTPaperec project. To comply with the confidentiality terms agreed with these municipalities, real names have been replaced by “Municipality A, Municipality B, etc”. General information has been added for each municipality, such as the region / location, population (inhabitants), density (inh/km2) and type of territory.

How to use the tool?

Go to the KPIs section, introduce the name of your municipality and the year to analyze, select the group of KPIs you want to evaluate and select the specific KPI to calculate.

KPIs calculation

  1. Complete all the required information for an accurate calculation.
  2. Go to the menu on the right an dclick on te first button to calculate the value of KPI.
  3. Save it into historics (by clicking “Add value to historics”).
  4. Check your performance with regard to other municipailties (by pressing “Compare your performance”)

Historical overview

  1. It shows the main information previously sent from the KPIs calculation.
  2. This information gives an overview of the evolution fo each KPIs during this time.
  3. Information can be recorded from 2015 to 2030.


  1. Press the button “Cities in comparison” to see a table with the main characteristics of each municipality used as an example.
  2. Select a KPI to see a graph showing the information of the indicated KPIs.
